3rd December is an International Day of Persons with Disabilities by the United Nations since 1992. It has been observed with varying degrees of success around the planet. Indian Vice-President Mr. M Venkaiah Naidu said that it should be renamed from 'World Disability Day' to 'Day of persons with Special Ability'.
